Devolution is one of the most celebrated provisions of the 2010 constitution. In August, the annual devolution conference was held with pomp and colour in Homa Bay.

The conference attracted the top leadership of the country and international participants as well. Devolution is seen as a game changer in the distribution and sharing of resources between the national and county governments.
