Former Nairobi Transport executive Mohamed Dagane

Former Nairobi Transport executive Mohamed Dagane is among 16 candidates from the Northeastern region vying for a commissioner position at the electoral agency.

Also listed for the job is Marsabit Governor Mohamud Ali’s wife, Alamitu Guyo Jattani. This group has been shortlisted alongside candidates from other regions by the selection panel tasked with recruiting chairpersons and commissioners for the Independent Electoral and Boundaries Commission (IEBC).

Interviews for the candidates will commence next Monday. The panel has listed Dagane and Jattani and 15 others from the region—including Isiolo, Marsabit, Garissa, Wajir, and Mandera—for interviews regarding these positions.

Dagane is a dynamic governance expert with over 17 years of leadership and management experience spanning both the public and private sectors.

“I possess a robust background in governance, corporate strategy, performance management, communications,, and project oversight, consistently driving improvements in team effectiveness and productivity,” he told the Star.

Dagane served as an executive committee member for roads, transport, and public works during Governor Mike Sonko's tenure. He has also served in the health, environment, water, and national resources departments as CEC. In addition, Dagane has worked in the private sector and the NGO realm for several years. He hails from Wajir.

Dagane holds a Master of Arts (Governance and Ethics) degree from Mount Kenya University and a Bachelor of Science (Mass Communication) degree from Islamic University in Uganda.

Other shortlisted candidates from Wajir include Abdihafid Abdullahi Yarow, Ali Nur Hussein, and Abdihakim Adan Abdi, who is noted as a person with a disability.

Candidates from other counties within the region are Abduba Mollu Ido (Isiolo), Abdinur Maalim Hussein (Mandera), and Ahmed Sheikh Takoy (Mandera). Others include Fatma Mohamud Mohamed (Garissa), Isaac Shaaban Ali (Mandera), Mohamed Mahat Sabul (Garissa), and Mustafa Mohamed Ibrahim (Isiolo). Additionally, Ibrahim Rashid Adan (Mandera), Saida Ali Aden (Garissa), Ruka Atikiya (Isiolo), and James Galgalo Jarsom (Marsabit) are also on the list.

In the previous commission, commissioners Abdi Guliye and Boya Molu hail from the Northeastern region. Interviews for the chairperson of the commission run from Monday, March 24, 2025, to Wednesday, March 26, 2025.

The panel shortlisted 11 persons to become the next Independent Electoral and Boundaries Commission chairperson. They include former Judge of the East African Court, Charles Nyachae and the immediate former Chief Registrar of the Judiciary, Anne Amadi. On Monday, Nyachae, Amadi, Abdulqadir Lorot H. Ramadhan, and Edward Katama Ngeywa will face the interview panel.

Their sessions are scheduled between 8:30 am and 4:30 pm. The second batch will be interviewed on Tuesday, March 25, 2025. They include Erastus Edung Ethekon, Francis Kakai Kissinger, Jacob Ngwele Muvengei, and Joy Brenda Masinde-Mdivo.

On the last day, March 26, Lillian Wanjiku Manegene, Robert Akumu Asembo, and Saul Simiyu Wasilwa (Bungoma) will be interviewed.

According to the Selection Panel, interviews for the six vacant IEBC Member positions will commence on Thursday, March 27, 2025, and run until Thursday, April 24, 2025. The chairperson of the Selection Panel, Nelson Makanda, reaffirmed the panel's commitment to a fair selection process.

"We will ensure that only the most qualified and competent individuals are shortlisted and appointed to steer the commission forward,” he said.

The Panel reminded all shortlisted candidates to present their original national identity card or passports, along with the originals of their testimonials and certificates.

Candidates must also submit current and valid clearances from the Directorate of Criminal Investigations, the Higher Education Loans Board, the Kenya Revenue Authority, the Ethics and Anti-Corruption Commission, and the Credit Reference Bureau.

Those with foreign degrees must obtain verification from the Commission for University Education.
