Ruto appoints new NYS chairperson, as CSs announce changes across State corporations

President William Ruto has tapped the founder of Peace Prospect Institute-Africa (PPI-Africa) retired Lieutenant General Adan Mulata as the non-executive chairperson of the National Youth Service (NYS).

The appointment of Mulata is contained in a Gazette Notice dated May 23, 2025.

He is set to serve for a period of three years.

PPI is an independent policy research and consultancy firm based in Nairobi. 

The Institute exists to respond to contemporary global geo-political dynamics in economic, political and military spheres which are factors of the increasing state fragility, conflicts, or instability across Africa. 

The institute thus seeks to strategically influence policy-making, approaches, and strategies in security, defense, foreign policy, peacebuilding, conflict prevention, management and resolution, governance, regional integration and cross-border relations in Africa. 

He is set to replace Lieutenant General Njuki Mwaniki.

At the same time, Ruto revoked the appointment of Joseph Kimani Machiri as a member of the State Corporations Advisory Committee.

He has named John Karondo to replace him.

"In exercise of the the powers conferred by section 26 (1) (e) of the State Corporations Act, as read together with section 51 (1) of the Interpretation and General Provisions Act, I...appoint John Mwangi Karondo as a member of the State Corporations Advisory Committee, for a period of three years," reads the notice.

In other appointments contained in the notice, Interior Cabinet Secretary Kipchumba Murkomen has appointed Meldah Adung as analyst in line with section 67 (1) of the Narcotic Drugs and Psychotropic Substances (Control) Act.

His Defence counterpart Soipan Tuya, has appointed Simon Mwacha as board member of the Kenya Shipyards Limited as Agriculture's Mutahi Kagwe named four new members of the Agricultural Finance Corporation (AFC).

They are Kenneth Ndung’u Mburu, Joshua Koskei, Joyce Kioko, and Bernard Wakhungu.

They are set to serve for a period of three years.

He reappointed Hassan Mohamed Haji to the board.

Pyrethrum processing company board also gets two new members-Paul Munyiri Kaguamba and Milton Luchiri who will serve for a similar period of three years.

Additionally, the CS also appointed Judy Ngene as a board member of the Kenya Agricultural and Livestock Research organisation.

In some other appointments, Kagwe reappointed Mohamed Noor as the Pest Control Products Board member, Silas Kilingo (Kenya Plant Health Inspectorate).

Education Cabinet Secretary Julius Ogamba, on his part, appointed Adan Hassan as a member of the council of North Eastern National Polytechnic, as his Blue Economy counterpart Hassan Joho named Ruth Mumo Mulwa as a member of the Geologists Registration Board.

At the energy sector, Cabinet Secretary Opiyo Wandayi picked Christopher Odhiambo Karani as a member of the board of Kenya Pipeline Company Limited and Charles Owino to the Rural Electrification and Renewable Energy.
