DRC conflict: Canada suspends export license to Rwanda

Canada has also suspended government-to-government deals and support for private sector business.

The Canadian government on Monday imposed sanctions on the government of Rwanda over the ongoing conflict in the Democratic Republic of Congo.

In a new directive given by the Canadian Ministries of Foreign Affairs, International Development and Export Promotion, International Trade and Economic Development, they have suspended issuance of permits for export of controlled goods and technology to the East African country.

Canada has also suspended government-to-government deals and support for private sector business.

The new directives have also put under review Canada’s participation in international events hosted in Rwanda, as well as Rwanda's proposal to host any such events in the country.

“As a result of Rwanda’s actions in the eastern DRC, the government of Canada has decided to: suspend the issuance of permits for the export of controlled goods and technologies to Rwanda, suspend new government-to-government business pursuits with Rwanda, as well as proactive support to private-sector business development activities, including trade missions," Ministers Mélanie Joly, Ahmed Hussen, and Mary Ng said.

“Review government of Canada participation at international events hosted in Rwanda, as well as Rwandan proposals to host any future events."

Canada’s Global Affairs office said that it had summoned the Rwandan High Commissioner in Canada to convey its stance against “Rwanda’s clear violation of DRC’s sovereignty and territorial integrity”, and to inform Rwanda of the measures. 

The Canadian government further announced a $15 million for humanitarian assistance in the Democratic Republic of Congo to respond to the needs of crisis-affected people.

“The humanitarian situation in eastern DRC is critical and Canada remains committed to ensuring the most vulnerable are reached with lifesaving assistance. Canada is announcing.”

Canada condemned M23’s seizure of Goma and Bukavu territory in DRC.

The Prime Minister Justin Trudeau-led administration also criticized the Rwanda Defence Force's presence in the DRC and its support for the M23.

“Canada welcomes the efforts of countries in the region, as well as the Southern African Development Community, the East African Community, and the African Union, to find a peaceful path forward," the Prime Minister said.

“We urge all stakeholders to demonstrate political will to find peace, honour their commitments under the Luanda and Nairobi processes and collaborate to address humanitarian needs and the underlying causes of this conflict.”
