Kitui County has the highest number of illegal commercial bank accounts in Kenya, according to the latest Controller of Budget report.
Data for March 2026 shows Kitui recorded 493 illegal accounts, followed by Nakuru with 311 and Kirinyaga with 305. Homa Bay ranked fourth with 274 accounts, ahead of Makueni (254), Kericho (242), Kwale (240), Embu (239), Siaya (228) and Machakos (225).
The report highlights continued non-compliance with public finance management rules governing the operation of commercial bank accounts by county governments, raising concerns over accountability and financial management at the devolved level.
