Sakaja suspends Analo as EACC probes Sh65m cash recovery

Sakaja emphasised that county will not obstruct investigations or shield any individual under scrutiny.

Nairobi Governor Sakaja Arthur Johnson has suspended a senior county official following an Ethics and Anti-Corruption Commission (EACC) operation linked to ongoing investigations into alleged graft.

The decision affects the County Chief Officer for Urban Planning, Patrick Akivaga Analo, who has been suspended with immediate effect pending the outcome of investigations.

The announcement comes a day after the EACC reportedly raided his residence, where millions of shillings in cash were reportedly recovered, according to the context surrounding the case.

Patrick was on Friday released on a cash bail of Sh500,000 pending further investigations.

In an official statement released on Friday, June 5, 2026, the county government said it had taken note of the arrest of a county official by the anti-graft agency.

“The Nairobi City County Government has taken note of the arrest of a county official by the Ethics and Anti-Corruption Commission (EACC) following investigations into allegations of corruption and the recovery of substantial sums of money,” the statement read.

The county government emphasised that the matter is part of a lawful process being handled by independent institutions. It added that it will fully cooperate with investigators as the matter proceeds.

“We wish to state that this is a legal process being undertaken by independent constitutional and investigative institutions. The County Government respects the rule of law and will fully cooperate with the EACC and all relevant agencies to facilitate the investigations,” the statement further said.

Governor Sakaja underscored that corruption has no place in public service and reminded officers of their individual responsibility in the event of allegations of wrongdoing. At the same time, he noted that due process must be respected.

“Corruption has no place in public service. Every public officer is individually accountable for their actions and must be prepared to answer to the law where allegations of wrongdoing arise,” the statement read in part.

It further stated: “At the same time, we remain guided by the constitutional principle that every person is presumed innocent until proven guilty by a court of law.”

The county government also stressed that it would not protect any officer implicated in corruption-related conduct, regardless of rank or position, while urging that investigations proceed without interference or speculation.

“We will not shield any individual found to have engaged in corrupt practices, regardless of their position or status,” the statement said.

Following the suspension, the county announced that he will not access his office, official documents, or any county systems during the suspension period. Dominic Mutegi, Director of Development Management, will serve in an acting capacity.

The county further directed administrative changes within the Urban Planning sub-sector. The Urban Planning Technical Committee, which processes development approvals, will be reconstituted immediately, with nominations sought from multiple professional and regulatory bodies.

It also announced the suspension of all processing of development approvals until the committee is fully reconstituted. Urgent cases will be handled by the County Executive Committee Member for Built Environment and Urban Planning, Hon. Patrick Mbogo, in line with the Physical and Land Use Planning Act, 2019.

Additionally, Hon. Ibrahim Auma Nyangoya will serve in an acting capacity as County Executive Committee Member for Finance and Economic Planning.

The county urged residents to remain patient as investigations continue and assured that service delivery will not be disrupted during the process.

In a separate communication dated June 5, 2026, the Ethics and Anti-Corruption Commission (EACC) urged the Nairobi City County Government to formally place the official on suspension for a period of six (6) months to allow for the completion of investigations.

The Commission stated that it had received a complaint against the Chief Officer for Urban Development and Planning, Patrick Akivaga Analo, and was investigating the allegations.
