The Senate has invited members of the public to submit written memoranda on three key financial bills introduced for their first reading on June 27, 2025.

In a public notice dated June 30, 2025, the Senate listed the bills as: the Equalisation Fund Appropriation Bill, 2025 (Senate Bills No. 7), the County Governments Additional Allocations (No. 2) Bill, 2025 (Senate Bills No. 8), and the County Allocation of Revenue Bill, 2025 (Senate Bills No. 9).

The bills aim to guide the allocation and use of funds in counties for the 2025/2026 financial year.

The committee is required, under Standing Order 145(5) and Article 118(1)(b) of the Constitution, to ensure public participation and consider citizens’ input when preparing its final report.

The Equalisation Fund Appropriation Bill proposes the disbursement of funds to improve basic public services—such as water, health, roads, and electricity—in marginalised areas.

The County Governments Additional Allocations (No. 2) Bill provides for the transfer of conditional and unconditional allocations from the national government, including donor and development partner funds, to county governments.

The County Allocation of Revenue Bill outlines the equitable sharing of nationally raised revenue among the 47 counties and defines the responsibilities of both levels of government in managing the funds.

Kenyans have until July 4, 2025, at 2:00 pm to submit their views in writing to the Clerk of the Senate.

“The memoranda may be submitted to the Clerk of the Senate, P.O. Box 41842-00100, Nairobi, hand-delivered to the Office of the Clerk of the Senate, main Parliament buildings, Nairobi, or emailed to [email protected] and copied to [email protected],” the notice read.
